A. This sort of thing is routine. It is very common for the government to grant subsidies to industry in order to ensure that we have extra capacaty to make products that may be needed in an emergency. We learned a lesson about this in 2003/2004 when the Army began running short on ammunition. Clinton had sold off most of the military's ammunition factories as 'excess to peacetime requirements' - ignoring the fact that we would desperately need those factories if a war started. Another issue we discovered is that excessive taxes and regulation in the US has caused most vaccine production to leave the US and be performed in other countries. A. Making sure that lives can be saved when disaster approaches. You need clean water, some food, some shelter, some transportation, and supplies like radios and flashlights. For a community, sirens work best. And cooperation of the local tv and radio stations.
